On September 30, 2010, the South Dakota Department of Health, Office of Family and Community Health received notice of award for federal abstinence only education funding for fiscal year 2010. The purpose of these funds is to enable the State to provide abstinence education to South Dakota youth.
The South Dakota Department of Health worked with stakeholders including other state agencies as well as community-based organizations to develop a state plan utilizing a logic model (use ADOBE) showing the relationship between the program components and activities and desired process and outcome objectives. In developing the state plan, the DOH worked with stakeholders to review data and identify the specific target populations for Abstinence programming to reach the greatest number of youth in high-risk populations. The target population was identified as 9-11 year olds, at least 50% of whom will be American Indian youth.
Via a request for proposal (RFP) process, a contract for FY 2010 was awarded to the Boys and Girls Club of Watertown to implement an evidence-based, medically accurate program designed to promote abstinence from sexual activity.
The Department of Health applied for, and received, funding for year 2 (FY 2011) which allowed for a new RFP. Contracts were awarded to Youth and Family Services, Inc. of Rapid City, and Boys and Girls Club of Watertown to provide Abstinence Education.
